    Would not a weather balloon anchored at the location do the same thing for a lot less money and less impact on the environment?

    Good question....but a simple weather balloon, as you say, would cost a lot less, which means no room in the budget to include bribes for the government employees responsible for approving the project...You must remember, this IS Brazil.
