Does it mean people living under tarpaulins by the roadside with no access to medical care as they do in India or Africa ? NO.
I would venture to say that the figures for Argentina are as bad or worse.
So, a poverty stricken 3d world country like Britain is required to fork up another £1.7 billion to keep countries like Spain rolling along.
