So, it's a democracy except when one of the elected heads decides he / she doesn't want an election?
The article had it spot on: this guy's a dictator. I wonder if the constitution will be 'amended' in the next six months to make him Dictator for life.
Let me get this straight....one country, Paraguay, removes their president via a democratically elected legislative body through a vote process to impeach and they get removed from Mercosur for anti democratic actions.
Then:

What was it that Pepe said about Paraguay when that happened......sometimes politics is more important that the rule of law? Something to that effect.
Perhaps abandonment is not the word to choose when discussing south america. The places I've SEEN in south america in comparison to the places I've also SEEN in North America........I would say you do in fact abandon your people.

You have not answered the question? The operative word is FORMER COLONY Do you not understand the word FORMER? Why one solution for one country and not the same for another? We do not have colonies anymore.
You say LatAms never abandon their people but I remember in 1982 when Britain was in a desperate struggle to process all Argentine military members that were surrendering that Argentina refused to cooperate with their repatriation and when they eventually returned the country turned their back on them. Just like it turns its back now on all the Argentines trying to survive on a U.S. Dollar a day or less.
Argentine government focuses on subsidising the lifestyles of those people who they need to support their current governing party. Everyone else can go to hell.
So let's be clear that rule doesn't apply to all Latin America and I think your governments base their decision on how much support they need from the groups effected.
To say nothing of the fact that many Lat Am countries ignore their own laws to prevent any end to the persecution of their South American citizens. While the LatAms are rewarded thecSouth Ams are shat upon by a great height because of their ethnicity in many Lat Am countries.
There seems to me that there are so many organisations in South America, that the right hand does not know what the left hand is doing, Guyana should be thrown out of them all as Paraguay was thrown out. Although they wanted to stay in the commonwealth, maybe time for the UK to throw them out.

Guyana is a founding member of Unasur and in the process of incorporation to Mercosur.
