What they are trying to accomplish is noble....but it still remains that they are not legally empowered to do so making them nothing more than pirate/terrorists.

As for being pirates or terrorists, chasing someone who is breaking the law and removing illegal devices from an area is no more a terorists or pirate than someone giving chase to a mugger, rapist or burglar.
Whether they were in Australia's EEZ or international waters, the area is covered by CCAMLR, so Sea Shepard is only doing its civic duty.
