Remove oil means accepting the filing of thousands of foreign workers, who are not going to walk but to settle permanently. Total planned population increase IF Oil is developed in a medium-large volume will be about 600 men women and children - that is a population increase of about 20% - and some of those will be living offshore and flying in and out of the Islands anyway.
During the construction phase and connection all the wells up ready for pumping there will be some more - but again all offshore and they fly in out of the islands never spending more than one night onshore.
If Argentina was sensible then many of those workers could come from South America and earn good money - but if you continue to be stupid then they will come from Europe instead and make good money just as they already do.
There is NOTHING Argentina can do to stop it from happening - IF the Oil Companies decide to go ahead - their decision not yours.
Funny that our younger generation are keen to return to their home - the islands - after their education at universities and Colleges - does not fit with your fantasy does it?
