You are right, but it's pretty bloody obvious. The Federal Government is doing its best to disguise the effects of the crisis (political and economic) with all their bs propaganda and lying, but anybody who is exposed to the daily reality, knows what's going on.

Brasil is not sending tourists to North America. They want to go themselves.
We want to see what North Americans ( Asians, Africans, and Europeans ) enjoy, eat, and do. Quality items are voraciously purchased by tourists from Brasil, whether they can afford them or not.
We are not expected to all live like monks in a cave with a horse-hair shirt.
Taking this away in a punitive moment, would cause most airlines to reduce flights, services for airports and aviation, and employees. Inspections at airports would drop off immediately.
So no need to punish the hard worker who finally gets a chance to see the rest of the world. Tourism works both ways, and provides employment.
