Brazil's government is discussing changes to its oil regulations but any new rules will not be in place before an October auction of exploration and production concessions, the country's energy minister Eduardo Braga said on Monday. Read full article

Let's get this straight, Petrobras is going to change some of its oil regulations but NOT BEFORE the new round of concessions. Well good luck with that, I would certainly NOT invest money on a promise , at least not from a LATAM country, but whatever floats your boat Eh!
