Brazil announced a $64 billion infrastructure spending package on Tuesday, hoping to revive its flagging economy with investment in highways, railroads, ports and airports. Businesses and analysts have long pointed to overburdened infrastructure as a drag on the world's seventh-largest economy, which pays high prices to ship the raw materials it exports.     I was expecting a paragraph about the bidding process for all those Brazilian contractors expecting to benefit from this bonanza.

    But I think those decisions were made in China and it didn't involve Brazilian contractors.

However this time the official currency of the program is the Yuan.It is expected the participation of several consortiums formed between Brazilian, Chinese, Russian, Indian, Argentinean and South African enterprises. Especially in railway concessions. Perhaps there is some way to prevent the participation of Western service providers in the public notices which will be even disclosed.

    The important thing is to isolate the United States and its allies of any business in South.

    This will be the 4th - failed - attempt of the PT backed thieves to (fool the people into believing that they want to) fix Brazil's infrastructure.....the first, back in Lulu's 2nd term (PAC 1), consumed USD 250 billion, and there is piss-all to show for it. The PAC 2, launched by Lullu at end of 2009, at the cost of another USD 125 billion - to get fat 'D' elected - did nothing except enrich the PT coffers, the 3rd in 2012, trying to encourage private investment, was another dismal failure.....and now, once again, the government tries to convince the private sector to invest USD 64 billion of “their” money in infrastructure projects - because the PT and their corrupt allies have stolen all the taxpayers' money - doesn't sound too encouraging.

    And last of all, couldn't help noticing the brASSHOLE's ridiculous comments @ 4....No idea where he gets his information from, it's all f*cking wrong ; he has a fixation with BRICS, thinking it will solve Brazil's problems.....his comment “however this time the official currency of the program is Yuan”, is hilarious......maybe he means that after the Chinks shaft him and his whole family, they'll pay for the program in Yuan....sounds reasonable.

    It's clearly another scheme to steal the Brazilian state blind. As the Yuan cannot be easily converted, the Brazilians are forced to use the “loan” from China to pay for products, services, labor and material from China. The Brazilian people inherit a heavy burden as the interest rate borders on usury. Inferior Chinese rail stock, Chinese equipment, Chinese engineers and corrupt Worker's Party politicians siphoning off hundreds of millions under the table.

    They tried contracting a Chinese company to rebuild the San Francisco Bay Bridge a few years ago. It was and still is a scandal. They used faulty Chinese engineering, inferior Chinese steel and all the workers were brought in from China.

    Since you seem to be fairly informed of the merits of continuing Brazil’s ruling Workers Party remaing in power, perhaps you could clear up a few allegations regarding that Lula is under investigation for influence-peddling.
    Federal prosecutors claim he illegally helped construction conglomerate Ode recut win overseas contracts with financing from Brazil’s state-run national development bank BNDES. The prosecutors also claim the Workers Party politicians and members of its coalition allies are guilty of looting billions from Petrobras, which last week reported a €15 billion charge due to losses from corruption and mismanagement. In fact, Petrobras executives as well as leading members of Brazil’s business community have been arrested.

    Prosecutors now are also convinced Lula used his influence to get BNDES loans for contracts Odebrecht won in Latin America and Africa after he lobbied local leaders, often after visiting them on corporate jets supplied by Odebrecht. BNDES president Luciano Coutinho was appointed by Lula to run the powerful bank, which directs billions of euros in cheap financing to favored Brazilian companies. Companies that received tens of billions in BNDES loans were among the top contributors to Rousseff’s re-election campaign last year.

    Maybe you can explain the mensalão scandal, and about the scheme’s operator, businessman Marcos Valério, who testified to prosecutors that he paid a businessman €2 million to prevent him from talking about Lula’s knowledge of the circumstances surrounding the death in 2000 of Celso Daniel. You might remember, a Workers Party mayor, Daniel was slated to be Lula’s campaign chief for his eventually successful 2002 presidential campaign, but was kidnapped and murdered because he had uncovered a corruption scheme that saw municipal contractors pay kickbacks to the Worker's Party.

    There are actually more scandals to ask about, but I ran out of space...

    Fact: Brazil’s Attorney General Roberto Gurgel called it “the most daring and outrageous corruption scheme and embezzlement of public funds ever seen in Brazil.”

    Fact: A 2010 study by the FIESP (the Federation of Industries of Sao Paulo State) the average annual cost of corruption in Brazil is between 1.38% to 2.3% of the country’s total GDP. Just in 2013 something between $32 billion and $53.1 billion can be accounted as “corruption money,” which, (as described by Forbes) “is important to remember, gets out of circulation that hits growth.”
