President Barack Obama paid homage on Thursday to victims of Argentina's former US-backed dictatorship, admitting the United States was “slow to speak out for human rights” in those dark days. Obama became the first US president to formally acknowledge the victims of the 1976-1983 military regime, which declassified documents have revealed was supported by top US officials. A welcome--albeit incomplete--acknowledgement of the U.S. president of his country's role in the methodical extermination of opponents and suspects by the civic-military junta that usurped the Argentine government 40 years ago.
The U.S. were not “slow to react.” The declassification of documents recently promised will show active collaboration that took place long before the 1976 coup.
The so-called “dirty war” was no such thing. By 1976, most guerrillas had been eliminated. The “war” was the kidnapping of unarmed people at their homes or workplaces, their captivity in clandestine places where they were tortured and kept in infra human conditions until their final “transfer” which in most cases meant death. This included a group of high school students who were petitioning for a reduction in their public transportation costs in what was called The Night of the Pencils.

#2: In a mature democracy, it is imposible to think that a dictature can be imposed over the peoples will over a night. May be you should use the story of the Star War saga to have an idea of how a democracy can be quickly demolished.
Or you can compare Guantamo, and all the secrets concentration camps in Europe where suspects of terrorism were kidnapped, tortured and killed, without the most basic juridical protection with our dictatorships concentration camps against what the junta called the “marxist terrorists”.

You are right about one thing. The blood was and still is on the hands of argentines. And im proud that Argentina was the only nation to judge its own citizens for genocide, for state terrorism and the kidnapping of babies. Many of those militaries that participated in the dictature are imprisoned for life, Having as an example Jorge Rafael Videla, dead while in prison.

    Enrique,

Let's not forget, Argentines vs Argentines.

Let's not forget Argentines vs Aboriginal Argentines and the Argentines Right and Left, who were “slow to react”, if at all.

Let's not forget Argentines Right and Left, who turned out in the many hundreds of thousands, to cheer the Junta - Patriots who sneak attacked a peaceful civilian neighbour, and forcibly subjugated the people.
The Lefties, advocates for the people and freedom, cheered them on further when they defied the UN binding Resolution 502 to withdraw their military occupation.

Enrique, you were 100% complicit - you support that to this day!

#3 let me start by saying I've never seen a Star Wars movie. But, you are correct in my democracy that I, we cannot imagine a dictator taken power overnight. There are people who certainly would if they could, but it's the checks and balances and most of all the fear of arrest.

As for Gitmo as you call it, apples and oranges. To compare a group of radical, fanatics who have declared “war” on not only the USA and western worlds way of life, but anyone not a Muslim, to a functional, trading society, serves no purpose and is incorrect on your part. Suspects are not “kidnapped”, they are apprehended, seized, arrested. To say they are kidnapped is to make them a victim and they are the farthest thing from being a victim.

My point to Quique is what it always is. He supports Peronism, Kirchners and the old way in Argentina without any conviction. He has not seen life in Argentina and more so under Kirchner. I've been there enough to know that working people despised her for what she did to the country. And, what more does he expect of the USA to do when the vast portion of the USA was to turn it's head to the activity there. The USA's activity involvement was in Central America. Does he think the the USA was going to declassify documents under Kirchner with all she threw at us and then “demand” action and documents?

We have a storied past of supporting people who come back to bite us in the ass.......Bin Laden, Hussein, Noriega, Pahlavi, Duvalier...the list goes on. Now, we are finally supporting a leader on the right side of leading his country and hopefully he brings Argentina out of it's hole. Research Liberato, you've never seen me post berating insults to Argentines.

Obammy might with to consider the Henry Kissinger doctrine and its more or less successful employment in arresting the wholesale exploration of Stalinist style communism to latam.

Remember: Russia, prewar and postwar, killed and tortured tens of millions of it own population in suppressing political dissidence in opposition to communism.

This was the same disease that Russia was desperately trying through direct and indirect action to infect the whole of latam with.

Many if not all of the latam communist were working under the direct sponsorship of Russian handlers in a mostly covert war for control of latam.

If these combatants had chosen to don uniforms and engage in open conflict within the rules of war much of the collateral damage that accrued from this treachery would not have occurred.

Thus the very nature of the communist insurrection self inflicts a heavy toll on the very people that it seeks to “liberate” from “capitalist” oppression.

How does the communist cleanse his hands of these blood stains?

Were some simplistic locals unwittingly duped by the communist into ensnarement in their own insurrectionist plots?

    Possibly.

That blood is on communist hands though.

Those in American government that tirelessly labored to protect latam from the proliferation of the Russian communist satellite state are true heroes and to be honored.

Today, latam struggles to throw off the crippling shackles of failed communist style economics, a political indulgency born in Moscow and the wholesale looting of their own countries by the communist inspired ruling class.

This is a battle that they will fight on their own

America has no more time for the self crippling, nihilistic irresponsible behavior of those to the south.

    Bueno suerte!

Note to history: Latam will survivie Jimmy Carter's failed efforts to cripple the resistance of sovereign governments to Russian communist aggression. Kissinger secures an iconic and much beloved place in Amercia history.

With the exception of your GOP slagging of Carter, I agree with much of what you say in your post.

The Russians and their organization, the COMINTERN, did what they did all over the world. They did their best through terrorism and other seditious means, to destabilize governments, destroy institutions and the fabric of societies - to be replaced by Communism when the people are in despair.

Africa, China, SE Asia, S. America - the same all over.

#6: First let me tell you that from our point of view, With what we all know about the “School of the Americas” where most SA dictators learned how to torture and how to “combat” comunism, it is of great admiration, having a visit of a US president recognizing they will open their archives and study their involvement in those dark years. It just never happened before.
Many dictatures were fabricated in the Pentagon, believe or not. The Pinochet Regime for example, was organized by Kissinger, and there are lots of proof about it.
It is not that the USA was the evil in all this. We as a people failed to prevent this kind of regimes in the past but it is good for us all to try to learn from our mistakes and that is what i see in Obama visit on a day to remember in Argentina.
About Guantanamo and the secrets concentration camps in Europe. They have no arrested people. Becouse if the people detained there have not the single juridical representation, under what charges are they arrested?. How do you know they are not a victim? How do you know they deserve to be there? How do you know they are terrorist?.
In the 70's in Argentina, with the military dictature, politicals oponents, childrens asking for a reduction of their transport costs, innocent people were dissapeared, kidnapped, tortured and killed under accusation of terrorism. They had not the basic juridical right to defend themselves. But to the common people the dictature said they were fighting terrorism.

So, what im saying is that im not posting against the US people, im posting against its policies. All nations have its past and present wrongs. After all what Argentina have been through, there are still people here who liked the military dictature. You having governments that prays around the world about democracy, should not have concentration camps for people without a right to defend themselves.
Kirchner, did some good things, but lack the most basic diplomatic skills destroying Argentina's institutions.

Obummer needs to keep his nose out of the UK.

He has proven time and time again he has NO respect for the Brits and given the disastrous security cock-ups the EU has presided over since 1957, and it is getting worse, you would have thought that would have taken precedence to fiscal policy.

This security blunder is of ongoing epic proportions:
    1) 90,000 'terrorist finger prints' but NO way to sort them!
    2) No consensus or working agreement as to how Arabic names can be recorded, sorted and recovered!
    3) NO cohesive lines of communication between countries regarding known or suspected Jihadist terrorists crossing into their border being transmitted to other security forces for watching / arresting as needed.

These weaknesses, now demonstrated as fatal weaknesses, are enough in their own right for ALL UK indigenous people to vote LEAVE.

Trump got into trouble for stating that Muslims in the UK are not reporting the BAD ones to the authorities. That was exactly what happened in Stoke on Trent.

Of course the laughingly called Muslim Council of Britain, who by all accounts is not representative of the majority of Muslims in the UK, rejected the claim that home-grown terrorists were even known to them. Something wrong here: are they lying? It seems so to me.

A very disappointing collection of posts above--with the exception of Liberato's excellent points--that depart in all directions and avoid addressing the central point: does the end justify the means?
The Argentine dictators felt they had a right to hold people of all ages and condition in secret locations where torture did not know limits, to defend what they called the “Traditional, Western and Christian” order.
Their goals included benefiting the civic component of the coup: the agro-export sector and the rest of the country's elite.
Making the best out of a sad period, Argentina however ended up submitting the many suspects to trial--with legal guarantees the victims were denied.
Of 2,354 imputed persons, 669 were sentenced and 62 were acquitted.
Of the sentenced, about half are under house arrest.
That's more than enough to be proud of the Argentina that emerged from such horror.

Hey, Reeeeeeeeeekie - just for you:

Marxism, bolshevism, leninism, stalinism, maoism, socialism, collectivism, perronism - all just different strains of the same cancer that is communism - each favoring the interests of the group over those (and to the exclusion) of those of the individual.

There is a fundamental choice to be made and one option is based on personality accountability and the other on the specific lack of it.

Should it be then that the:

The liberties of the individual shall be sacrificed where in conflict with the possible good of the group?

or conversely and to the exclusion of the aforementioned that

The individual shall have the freedom to attempt to succeed and or fail to whatever extent they so choose?

They need the “disenfranchised”, the frustrated, the hopeless, the resentful.

and offer the idealism of Communism to those who have nothing, and nothing to lose.

You play with fire, you get your fingers burnt.

You mount an insurgency, you get a counterinsurgency.

The mechanics and instruments of spycraft are distinctly different than warcraft.

An internal disease is treated with a different protocol than an affliction of the epidermis.

So for those rgs who still like to whine(98%) and blame others for the consequences of their own actions(100%):

When you actively conspired with mother Russia to bring the revolution to rg did you never consider that there might somehow be a cost that might have to be paid by not only the chief plotters but also by those who willing followed them and that that cost and burden would also fall to those who were marginally associated with the latter and that even those who were only related to those who were distanced the greatest in their treachery and conspiratorial activity from the latam agents of Russia might be placed in peril due to this adventurism?

Look to Russia and rg for the responsible parties because you can't blame anyone for wanting to resist the imposition of socialism - let alone communism.

Communist idealists like Enrique were NOT fighting the tyranny of the Junta, to begin with.

The intervention of military junta was a reaction to the Communist/Socialst terrorists attacking/ bombing government institutions in several South American states at that time.
A coordinated campaign by the Communist International organization, the COMINTERN.

Argentina's junta were opportunists who seized power when the civilian government appeared weak and unable to deal with the Communists.

Just as the Soviets backed the Tupas and other Communist terrorists in SA, the USA backed the governments and anti-communist groups that wanted to stop them.

Enrique should blame the Communists who led him to betray his country.
He still to this day, defends a criminal, corrupt, populist government that the MAJORITY of Argentines wanted rid of, and voted out.

He is confused - he doesnt realise that Republicans are a US political party, while Right wing politics or Conservatives are a loose description of ideology.

Just as US Democrats are a party, that is in some ways but not all, more of a Left wing or Liberal ideology, than that followed by the US Republican Party.

YB/Chronos appears to believe, I emphasize 'appears', that to be a Conservative in America, one MUST be Republican and embrace ALL Republican policies and platforms. One must also shun/reject/obstruct ALL “Liberal” ideas/values, and ALL Democratic Party initiatives.
According to him, he would have us believe that ALL loyal Republicans have an innate ability to understand Macro-Economics and business strategies.
Strange that Trump's 'beloved' “uneducated” are his unquestioning core followers, and some of the poorest.

Likewise, he would have us believe that Liberals, and liberal-thinkers, MUST adhere to EVERY Democratic Party policy and are inherently incapable of fiscal management.

The YB's of the Republican Party, the Tea-Party, and the knee-jerk Republicans, seem to forget that the Office of the President, elected by a MAJORITY of fellow citizens, is to be respected in his position as leader of the country - for the common good of the American people and the country.

Instead, they very openly and vocally, do their best to indiscriminately hobble ANY and ALL initiatives from the Democratic administration.

That may be good for those pulling the strings. How is it good for the country?

For me these papers highlight two points.

At the time I was under the impression that Ambassador Hill was reporting the events in Argentina more than is now indicated.

The Junta took notice of, and needed, the covert green light given the Kissinger. At the time I felt that the Junta could not give a fig about the opinion of the US government. Likewise, the efforts of the Carter administration to curb the actions of the Junta had a real effect.

The situation that the US face with Argentina in the 1970s is the same as the one now faced with respect to Egypt. The US should have severed ties with Argentina then and should, likewise, sever ties with Egypt now.
