The top prosecutor in Brazil's biggest ever corruption investigation has called on the public to rally around the operation in the face of attempts to shut it down. There are fears that Congress while passing anti corruption measures would also include in an unofficial amnesty for existing cases. Read full article

Of course, they DO have power - LOTS of it! MANY are in power ONLY because they ARE corrupt!

They can AND will change the constitution, the legal system, and the laws. In short; they will LEGALIZE corruption. Very soon; it's “Business as usual” in Brazil!
