Why would a party with any kind of a backbone want to diminish transparency and something that discourages corrupt behavior?

Even if they did want to do this, how is it that they don't see a move like this would show their colors to the masses very clearly?

It took a twitter from Trump to get them to back away from this thinking? No wonder conservatives are disenchanted with this party.
