AFAIK, Congress' Lower House does not has the power to establish an expiry date for the 'Lavajato' investigation.....believe that if such a decision were taken, it would be the responsibility of the Minister of Justice. While Congress may exert pressure on the government, and try to pass laws to ensure their immunity, such a decision falls outside their jurisdiction.
