    He was in hospital a few days ago for 'urological problems'. I suppose that is what it is referring to.

    It's starting to seem like he only remains in power for the same reason as May: no one else wants to deal with such difficult and unpopular changes.

    The elected president is no longer able to address the problems of Brazil. As for Temer, he may well want to address Brazil's problems, but that doesn't mean he isn't trying to keep himself and his allies out of jail at the same time. And it doesn't make those reforms popular. Temer is old and planning to retire, so he is willing to enact unpopular laws. Who else would be?

    That's unusually positive for you. I hope it's right, but when you are relying on the most corrupt to clean up the mess and rewrite the laws it's hard to be too optimistic.
