Absolutely. But contracts such as these will make a small group of people immensely wealthy. Corners will be cut, old technology will be used, but the citizens will pay it like it's first class job.
All of this while every day more children are sleeping on the streets in Argentina.

What could possibly go wrong? I pity the poor sailors who will have to work in these subs even after their repair and refurbishment.
