Far from being crazy, these two characters are following direction from their main supporters, aka large corporations (and evangelical churches for Bolsonaro) which do not want to hear anything about shutting down the economy.
In their blind greed, these business-friendly characters do not see the need to keep the population alive if there is going to be any economy at all once the pandemic subsides.
Consider Trump's desire to open the USA again by Easter, in defiance of health care experts who argue this premature opening would just spell catastrophe.
