On our stretch of Northeastern beaches, a well organized group routinely topples transmission towers for the copper wire, plunging swaths of country into darkness. This has been going on for two years running and the police there are either hapless or involved. Lampião was stopped by the valiant (and armed) citizens of Mossoro back in the day, but they have no such recourse today.
I don't know, maybe beheading and displaying the heads might “help.” I'm sure you are familiar with the reference... ;)
