1. distract the population from the charges CFK is facing.
2. support those who are against easing of restrictions on firearm ownership.
3. know that Brasil's “Big B” does not actually like CFK.
If his motive was one of the above the above he succeeded.
If it was to kill CFK then he failed.
False Flag operation. Try to drum up sympathy and anger among the faithful. while providing a reason for a crackdown on political opponents...
