Argentina's Lower House passed the bill approving the involvement of the country's Armed Forces in the joint UNITAS military drills with foreign troops, which have also been allowed to enter national territory, it was reported. Read full article

Be honest. You couldn’t cobble a half credible ship and crew together. So, there was ‘a delay in passing the bill.’

Then when you realised the UK’s navy was taking part, you reverted to that as an excuse.
