Its just for their domestic nationalistic audience to make it look like they are doing something, when in reality what they say is of no consequence what so ever.
I have looked at the UN Resolution and nowhere does it state that troops from Kosovo are not allowed to visit and train in the Falklands. As for a show of force, annually Argentina conducts an invasion of a neighbouring island country, which is a provocation of sorts. I suppose that is ok though, because it's them doing it.
The keys to making good flia are to ensure a proper sac (the lid-like baking trays the flia is baked on) is used- this is very important; and that the hot ashes are just right.
It is very labour intensive but the results are sure worth it. One of the truly wonderful national dishes.
