Uruguay can sign any free trade agreement. And the other members have every right to tax Uruguayan products as if they were products outside Mercosur. Mainly those of an eventual commercial triangulation.

    Look:

    - the other Mercosur members tax Chinese products at the same rate.
    - Uruguay signs free trade agreement with China alone.
    - Uruguayan merchants buy Chinese products at a low price, as they would be exempt from the import tax.
    - Uruguayan merchants resell these same products within Mercosur also without tax.

The table above also applies to industrial inputs and services. Would anyone in their right mind agree with this Uruguayan “advantage”?
