Brazil admits strong deterioration of 2023 government finances: primary deficit 2.1% of GDP

Brazil had undergone a sharp fiscal deterioration during last year with the central government's primary budget deficit reaching 230.5 billion Reais (US$ 47 billion), released data showed this week. The 2.1% of Gross Domestic Product (GDP), reverses a 0.5% surplus in 2022 and represents the second-largest ever recorded by the country. Read full article

    In August 2022, former president Bolsonaro defaulted on 110 billion reais (with interest, therefore the value reported by Mercopress is wrong) in the Precatório (court orders) so that money could be distributed among evangelicals, truck drivers, taxi drivers , etc, etc, with the aim of winning the presidential elections that year.

    In December of this year (2023) the STF (Supreme Court) authorized President Lula's government to pay outstanding court orders outside the Federal Budget. What was done in the last week of the year.

    The budget target was met in 2023. We all knew about the excesses and corruption of Bolsonaro's Nazi government. And how we would have to rebuild public accounts in 2023.

    The Mercopress headline demonstrates partiality in information and extreme ill will towards Brazil. Mercopress quickly becomes a fascist propaganda poster.

    President Lula's government, in addition to rebuilding public accounts, worked tirelessly to recover fiscal expenses arising from benefits carried out by the extreme right with the exemption from taxes on large companies and qualified votes in CARF. This generates expectations of a reversal of fiscal spending of around 100 billion reais in 2023.

    It says that in 2022, when Bolsonaro was president, there was a surplus of 0.5%.

    In 2023, when Lula was president, there was a deficit of 2.1%, ‘the second-largest ever recorded by the country.’

    Data doesn’t lie, however much you try and ‘explain it away’.

    We shall see what 2024 brings, I predict another whopping deficit not least because of drought and crop failure, although no doubt you will still try and blame Bolsonaro.

    Let's go by parts: Budget

    1) failure to grant retirement benefits to Brazilian workers, resulting in a waiting time of more than 100 days for applicants in 2022;

    2) non-replacement of vacancies in the public service in 2022;

    3) default on court orders in 2022;

    4) distribution through dividends of 100% of Petrobrás' profit in 2022 (Federal Government is the majority shareholder);

    5) public sector investments (2022) at historic lows.

    Consequences of Bolsonaro's government: poverty, poor public service, unemployment, hunger and a lot of death.

    Even I manage to make a surplus in public accounts this way.

    HARVEST FAILURE

    I would like to know where you English people got this idea from. Brazil will have the second largest food harvest in history in 2024. And we already suspect that it will be the best in history, even better than the one in 2023.
