In the 80's I lived and worked in Talara and regularly drove past the Peruvian air force base where mirage jets were lined up. Meanwhile, my crew chief, an excellent man, invited me to his house made of plywood and corrugated roofing panels where he supported an extended family. He proudly pulled back a curtain to show me his latest acquisition; a stereo music player and voiced optimism they would get connected to the electric grid 'soon'. The Peruvian people have nothing to 'rejoice' about with a government that has such skewed priorities.
