International aviation agency rules Moscow was behind downing of Flight MH17

The International Civil Aviation Organization (ICAO) ruled Tuesday that Russia was responsible for the 2014 downing of Malaysia Airlines Flight MH17, killing all 298 people on board. Although victims included Britons, Belgians, and Malaysians, 196 stemmed from the Netherlands. Read full article
