These tragic reports are recurrent and as predictable as the rains. Year after year we learn of these same events. What we do NOT hear about are massive investments in drainage infrastructure or enacting and enforcing appropriate zoning restrictions. The greed, apathy, corruption and incompetence will continue to claim the lives of the poorest and most vulnerable folks unless there is a change in the way things are not done.
