The accompanying picture is typically misleading and demonstrates ignorance of the process. Seismic surveys are but the first step in identifying potential hydrocarbon reservoirs, but by no means a sure thing. Offshore, they are performed with survey vessels towing arrays of air 'guns', creating sonic pulses whose reflections are analyzed with sophisticated computer analysis. What is shown is a jack up drilling platform and that capital expenditure would only happen if the seismic survey shows potential traps to be drilled into. Seismic surveys more often than not, merely confirm that there are no structures of interest. In either case, Uruguay does well to know one way or the other, as it involves the nation's self interest.
