Changes for British Overseas Voters ? Changes to LegislationThe Representation of the People Act 2000 will come into force on 16th of February 2001. There are three major changes in the new Act that will affect the registration of overseas electors: The first being Postal Voting, under current legislation overseas electors can only apply to register for a vote by proxy, the new system however will allow postal voting. The second change is the countersignature of applications to register, under the current legislation it states that applications must be signed by a British Citizen who knows the applicant personally. The new system however allows a countersignature from any British Citizen for example a Consular Officer, providing that officer is satisfied that the applicant is a British Citizen resident overseas. The third deals with rolling registers, where with effect from the 16th any British Citizen resident overseas can apply for registration at any time during the year as opposed to the qualifying date of 10th October which is currently in operation.
