Exiled in Japan former Peruvian president Alberto Fujimori has called the Peruvian population for a day of national protest next September 12.

In a video apparently sent from Tokyo and aired in local television, Mr. Fujimori proposes Peruvian flags fly in all Peruvian homes because next September 12 is the anniversary of the capture in 1992, of the leader of Shinning Path, Abimael Guzmán, an event "which marked the beginning of the end of the reign of terror".

Mr. Fujimori ruled Peru from 1990 to 2000 and during his consecutive mandates crushed the Maoist guerrilla movement that according to a recently released "Truth Report" cost the country over 60,000 dead and billions of dollars in losses.

"With this protest aired in all corners of the country that suffered from terrorism and are now fed up with the current chaos and lack of governance, we shall mark the beginning or the end of abuse and ingratitude", reads in another paragraph the Tokyo message.

Actually Mr. Fujimori fled to Japan in 2000 where his dual citizenship has kept him protected from the extradition summons of the Peruvian government.

Among other charges and human rights abuses Mr. Fujimori is accused of intellectual involvement in killings by death squads while in presidential office.

Current president Alejandro Toledo, and Mr. Fujimori most notorious opponent, lacks sufficient congressional support and has been unable to deliver his many electoral promises. His public opinion standing is below 10%, and even when the economy seems to be recovering, street protests, labour unrest and some incipient terrorist activity attributed to remnant cells of Shinning Path have a growing number of Peruvians yearning for Mr. Fujimori strong handed regime.
