There is only one honest translation for that quote: My regret about armed struggle is that this people suffered 16 years of dictatorship and we couldn't kick them out.
While an unaware non-native reader, might misunderstand the original Spanish quote to mean what the headline says, for a Uruguayan medium, it would take bad intentions to extract that headline as a quote.
