And it excludes cruise ships anyway, the main source of income, as it says only carrying goods directly or indirectly bound....
It is also curious to note that most cruise ships, due lack of a deepwater port in the Islands and South Georgia, do not dock with any harbour or port, but rather transfer people on shore, via water taxis.
Thus the decree does not apply in this sense, as the boats they transfer the passengers and goods to did not transit from an Argentine port, and the ships from Argentina are not in a direct method of docking with any port facility on the islands
Badly thought out law that will do more harm to Argentina than the Islands, who will be mostly unaffected...

I think he is trying to get you to understand that any and all revenues from oil goes to the Falkland Islands not to the UK. Unlike in Argentina, the taxes and the kickbacks are none existent.

Sadly because Argentina refuses to recognise the Falklands Govt, this is slightly problematic.
But I'm sure when the oil billions roll in the the freely democraticaly elected and thus only legitimate government on the Islands will be quite glad to hand you a cheque for 20 billion to adress that massive government deficit!
