Landlocked Paraguay has called on Argentina to put an end to the blockade of Paraguayan maritime agencies which has virtually cut the country’s foreign trade. Paraguayan Foreign Affairs minister Hector Lacognata also revealed that if the month-long issue is not solved in the next few days, “Paraguay will be absent from the coming Mercosur summit December 15”. Paraguay is right and its claim is honest. But it is not our government who is doing the blockade, Moyano is behind this, he has to pay for his stupidity

From my Portuguese, I understand the article's title to mean that: Paraguay announces Argentina's commitment to unblock the flow of boats. And JB is correct, the article does attribute the problem to Argentina's trade unions, not to the government.
