Venezuelan President Hugo Chavez was granted decree powers to pass laws without congressional authorization for the next 18 months, after pro- government lawmakers extended the period from the originally proposed 12 months at the last minute. He won 14 elections none with fraud at least said Carter. I should remember that Mr Danger won his elections with fraud. In US!! it's a democatic president? You should check your views about what means a dictator.
