”The new administrations in Japan and the United States have a unique opportunity to chart a different course for the IWC, and resolve our long-standing disagreements through fundamental reform of the IWC.”

The risk is exposed that this WORLDWIDE commission is able to be hijacked not only by Japan (which we know), but that the Americans are willing to hijack it also, in collusion with Japan.
The US willingness to remove tax-exempt status to the only organisation on the 'ground' that is reducing Japan's whaling is a good example of Wikileaks exposure of the black-art of international politics.
The only reason Japan is willing to shift its position is because home consumption of whalemeat is on the decline.
No-one who has seen the footage of coastal bay small whale slaughter in Japan could consider condoning it or allowing Japan to expand this abhorent hidden practice.
