    How does having a power make him a dictator? It's the misuse of power which makes a dictator, now the ownership of said powers.

    Of course, if US Congressmen are considering affording such powers to their president, it's certainly because they think those powers might and should used in the future. Only an idiot would try to implement a bill if he doesn't intend it to have practical significance.

    World leaders have many powers at there disposal. this does not make them dictators. Again, it is the misuse of the powers they are given which turns a world leader into a dictator, not having the powers.

    It should also be noted that to be able to gain said power he must first be given emergency powers through congress. This is called Separation of powers and congress can deny him this power.

    He can't just start shutting down the internet like a dictator.
