Fortunately the British have no such distinction ... the civil police deal with 99% of criminal matters, the military police deal with the military..... and even then must bow to the civil police where the matter involves a 'crime'.
to be fair, as long as she gets the crime rate down , and puts more criminals behind bars the better, after all she cannot do any worse than others, only better .
good luck to her, she is going to need it.
as long as she rapidly avoids the human right brigade she will be ok.
