I am really beginning to take to these Uraguayan guys - they say it like it really is and they are not afraid to 'call a spade a spade'.

Complacency is everyone's dilemma. That last paragraph in the article says it all-a lot of work.

Yeah, but the Uruguayan guy is saying it out loud, publicly, and on the record.
Humiliating for the Goliaths Argentina and Brasil if they do not respond to this 'David' challenge.

You have a point. Every country develops at its own pace dealing with their own issues and remedies, sometimes being consumed by them. South America, so much more than Brazil and Argentina, needs to band together on whatever platform they can find a consensus on to move forward “and present to the world.” Haven't they done so already.

    No, not really.
They/we have the 'shell' institutions of CAN, Mersosur and the 'shell' umbrella Unasur,
but, as yet, there is no substance - just shells waiting for the meat-filling.
We have been 20 years waiting for the 'meat', so something is grossly wrong.

The Uraguay guys have gone public and shown Latin America what needs doing ACROSS LATIN AMERICA. -

    Education and Infrastructure.

Every S.A. nation is woefully deficient in these areas and, if Unasur really wants to get its teeth into core issues whilst it develops its own meat in its shell,
    (i) co-ordinating an integrated *continental* infrastructure and
(ii) developing a *continental*, **non-politicised** education system
    is the way to go.

To get there, there is one key prerequisite:

A continental Ficha Limpa - integrated actions by individuals and groups insulated from CORRUPTION, and uncorrupt in themselves.
