My warning was that it should go where needed - not into the pockets of corrupt politicians. The transparency of the new Brasilian oil management agency will be tested each and every time such capital returns come to Brasil.
Statoil (irrespective of its balance of state/private ownership) is the best deep marine oil extractor in the world. Petrobras is the best in Brasil.
Vale (irrespective of its balance of state/private ownership) is the most successful in Brasil/world, at what Vale does.
When these companies succeed - hail their success.
