“ China has shown great interest in investing in infrastructure projects such as port facilities, shipping, railways and communications. ”

But only insofar as it helps raw materials to be transported more easily to China.
Not really like the British investment in the Indian Railway system in an earlier age.

Yup, I guess Uruguay would prefer to deal with China rather than Europe.
Perhaps Brasil also - though Dilma's family in Eastern Europe might prefer otherwise.

In general, bilateral trade is a positive measure since its markets, most of the time, send up vectors leading to more jobs, improve competiveness and increase currency.
If not other country takes the initiative to trade with China, then Uruguay should do it as trader partner or as leader to the economic block of Mercosur.
In the last decade, China has increase its investment influence in Latin America and Uruguay must and should amplify its business opportunities to China, a country that possesses tons of cash, thounsands of new technologies and hundreds of other countries on list waiting to be considered as its trade partner.
China is familiar with Uruguay's trade and business commitments and its ways to operate and with the judicial system, its martek behavior making all easier for China to keep investing more in Uruguay.
However, there are other big markets in the world and certainly it will not hurt to seek more opportunities to expand Uruguay's exports.
