She might not be the best, but she is probably the best Dilma has available at the moment. Certainly what Dilma needs to see her through these months of infighting and power-plays.

I have my doubts as she is 'highly politicised' and more attuned to the concensus politics of the left.
I am still waiting for Dilma to use each and every scandal to inexorably strip corruption from her coalition, from her party, and from her administration.
It seems it may be a long wait.
I believe that your waiting will continue long after she has left office.

to limit appeals to one,
to ensure all cases go to court within 6 months,
to demand primacy of the law over political strong-arming (impunity), and
to remove all convicted public servants from public office - permenantly.
She could and can do this :
set the date, no need for retrospectivity,
inform all public servants,
and be absolutely ruthless with any miscreants.
She has started with Palossi; failure to follow through will show her to be a Presidenta-of-straw.
Set the standard and
show the populace the way things are to be from here on in.
She could demand the same behaviour from all citizens once she has the leaders in line.
It would be a 'brave' subsequent President who tried to revoke the corruption laws, once emplaced.
Dilma Rousseff has seen the back-sliding by the 'big-beasts' with the Ficha Limpa, so she knows what is necessary and what she must do..
