Strange convoluted language that probably suffers in translation - but the sentiment is spot-on.

Back-slapping and empty rhetoric seriously in need of substantive acts of real integration.
An international Civil Service, of the EU type, is sorely needed to move sentiments & bombast, to words, to action.

It would be nice to think that the Paraguayan anchovoeta could lead the Mercosur whales to the seamount of success.
