The last time I checked determining legality or illegality is the purpose of a court of law and as this would be the case of one nation accusing another of illegal behaviour then the court with jurisdiction is the ICJ.
Why then do you not take your claim to the ICJ? If you can't put up then shut up and stick your claim where the sun doesn't shine!
