this is so funny, I said this months ago, mercosur is crap! Paraguay wants to commit fraud, Paraguay wants to sell energy that belongs to us. Paraguay didn't give a single penny for Yaciretá and Itaipu, but wants to live with the benefits without paying anything, that paraguayan power in reality is argentinian and brazilian power, stop crying guaraníes :)

i realise she is corupt, and has her own problems, but im given the impression that she is only trying to benifit her people,

Mujica is making important points in a VERY measured fashion.
He does not want to set the seeds of an internal Mercosur 'war', but he is reinforcing the Paraguayan message of last week - the big boys had better start getting their shit together IN PRACTICAL TERMS, on the ground and at all levels of operation.
What are sorely needed are inter-country protocols that actually work and arbitration agencies that can arbitrate and thereby keep trade flowing.
What is imperative is that all Mercosur countries, *especially Argentina*, start playing by the common set of rules.
The big threat for PA and UG is that, if Argentina goes down the tubes, she takes the minnows with her.
PS. No idea what postings 1 to 9 are arguing about !!!
I believe that all of you should re-read the article and your statements. The article was about Uruguay, Argentina, and Brazul and their relationships via Mercosur. I could not find anything about Paraguay - if you do not mix apples and oranges in your evaluations and comments, it might be easier to understand each of your ideas.
