It appears that Argentina may be deeply into this - the head of the football association has been recently accused of money laundering through his office.
It appears that Brasil may be deeply into this - the head of the Ministry of Sport as well as the national football association has been similarly so accused.
It is my guess that many (most? all?) national football managements - as well as FIFA - share the profits of world-wide, fully-institutionalised corruption.
