Brazilian president Dilma Rousseff won’t be attending the Ibero-American summit to take place in Paraguay next Friday and Saturday and will be represented by her Foreign Affairs minister Antonio Patriota, it was announced Tuesday. Read full article

    As I understand it from Mercopress, the Unasur Summit - which Dilma IS attending - is in a side-room of the Ibero-American Summit in Asuncion.
    Surely Dilma has time to poke her head around the door and say “Hi!” to the delegates!
