But if failed states, the 'strange' and the Protectorates, etc - like The Comoros, Djibouti and The Faeroes can be members who could deny The Cook Islands, Niue, Surtsey, Rockall, Antarctica, TFI, SG & the SSIs Full Membership also.
If the rules can be bent this far, then perhaps we can also use them to bring Education, Science and Culture to the world's other minor communities and protectorates.
@2 Geoff, I don't think the Cook Islands or Niue do the whole foreign affairs gig (I know that diplomatically anything for Niue is handled by NZ, and I think it's the same for the Cook Islands).
I for one would love for Rockall to be appointed as the chair of one of these committees, but the island is kinda lacking in political clout (and population).
