BUT specifically excludes the Unites States and Canada.
Celac would be the continuation of the Group of Rio when it comes to deal with regional conflicts

They know that as small Islands themselves they are heavily dependent on the UN to guarantee their status as independent nations. They would be committing suicide if they side with Argentina as it would set a precedent that would endanger their own rights to existence.

In the case of the latter the quote would be in the singular.
Thus Canada is viewed as a 'hegemonic country'. That will make them laugh!
And the only carribean country they are interested in is Cuba.
And TFI will not figure as it is definitely not Latin American.
Perhaps there needs to be a Caucasian Alliance of the Americas; membership USA, Canada, and TFI.
