The ONLY votes that count are those actually CAST for each candidate in an election.

Look at the spin made by CFK's govt that more than 54 % voted for her. The reality was that 36.6% of the ELIGIBLE vote did and 63.4% DID NOT.

My Uruguayan friends think that Pepe's mishandling of the Argentinean bullying of Uruguay is a serious problem and one that he needs to address.
