The US is searching for the next war it can start. They've taken their eye off the SA ball for too long and are getting worried it SA may be getting away from them. I doubt it means much though, because the US will be far too occupied to make an overt moves here. Although, I do imagine the CIA will be (is) very active. The reference to the drug trade puts up a great smoke screen to distract us from the huge profits the CIA makes on it.
