Paraguayan president Fernando Lugo currently visiting India proposed an exchange of food for investment and technology. Lugo was received by President Pratibha Patil and later by Prime Minister Manmohan Singh. Read full article

Ignores how? Paraguay is a sovereign country. If the Indians want to propose a weird barter system because of their floundering currency, the Paraguayans can just ignore them and not export their food.
