It's a better move to support your ministers after they appear contradict a president to the press, then replace them later if they can't. Agree to support the administration to the press/public. They may have been saying what Pepe could not say publicly

Precisely.
But what a disgraceful action by Mercosur after it now turns out that actions by Brasil and Argentina precipitated a rush to vote by Paraguay to impeach Lugo.
The old saying: 'what a tangled web we weave, when we practise to deceive' jumps to mind.
