At first glance I noticed looking at photographs, is that the M270 carried 12 of what I assume is standard munitions, whilst the ASTROS carries four. That's a threefold increase of firepower per vehicle and per unit. It's also tracked, and does not need stabilizing, as seems does the ASTROS, those are hydraulic legs I see in the photograph? Drive up shoot and scoot.
However, as always, it will come down to one thing cost!

Paraguay is a mber of UNASUR. No enemy there. M270 and these systems are not designed to go up against each other, that is unlikely it would happen in any scenario. These systems will be sold to countries that want them if they fot their defense plans. The bottom line is, which is the most economical system that satifies each nations requirement.

These look like they have only 4 artillery rockets and our M-270 fires 12. Either way these are conventional warfare weapons, for use against divisional or even corp size battles. When you start a conventional campaign and soften up the engagement area with several weeks of an air campaign, I am not sure if any of these will be left.
Can't say I approve of the industry, but its interesting Brazil has its own homegrown one unlike most of the third world. Also interesting the right wing dictatorship armed Saddam, that was when he was the west's best mate...
